As interim VP, Kevin oversees the work of Admissions, Financial Aid, and the Office of the Registrar. MacLennan brings over 30 years of higher education experience and a deep knowledge of Colorado. He previously served as associate vice chancellor of enrollment management for the University of Colorado Boulder, where he also served as assistant vice chancellor of enrollment management and director of admissions. He holds a master’s degree in public administration from the University of Colorado Denver and a bachelor’s in business administration and marketing from Western Colorado University.

Tom received his bachelor’s degree in mathematics from Carroll College and a master’s in computer information systems from Colorado State University. He began his 30+ year career in public education in 1986 as a math and computer science teacher in junior high and high school in Rock Springs, Wyoming, and went on to become the Director of Information Technology for the school district. Tom’s career path in IT led him to CSU in 2000 when he took a position as Associate Director for Systems within the Office of Financial Aid. In 2012, he became Director of the Office of Financial Aid and served in that role until becoming the Assistant Vice President for Enrollment & Access in 2019.

Tom’s passion in the work is illuminating a path to a CSU degree for those students least likely to attend by

  • dismantling enrollment management systems that have historically barred access for students of color, limited-income students and those who are first in their family to attend college,
  • developing and maintaining a financial aid model that centers equity for both need-based and merit-based aid, and
  • promoting enrollment management strategies that are student-centered, equity-driven, and elevate the amazing assets our students have to offer.

Heather Daniels
Director of Admissions

Heather came to the Office of Admissions at Colorado State University in 2013.  Her career began as an admissions counselor at her alma mater, Edgewood College in Madison, WI.  After a couple of years, she moved on to Willamette University in Salem, OR and spent 11 years in multiple roles throughout admissions.  Her time at CSU has been in the Office of Admissions overseeing application processing, recruitment and international admissions.  Now as the Director of Admissions, Heather oversees the 50+ staff that recruit, admit and enroll all students to Colorado State University.  In addition to supporting her amazing team, she works collaboratively with campus partners and University leadership to meet the enrollment goals.

So although a Midwestern at heart, Heather loves living in Colorado with her husband and two sons.  They like to hike, bike, road trip or any other adventure that comes their way.  They are Proud To Be CSU Ram Fans!

Joe Donlay
Director of Financial Aid

Joe Donlay has served as Director of Financial Aid since August 2019. Reporting to the Division of Enrollment and Access, Joe leads a team of 45 student aid professionals who manage a portfolio of services that constitute a functional arrangement unique to Colorado State University. In addition to comprehensive financial aid counseling and program administration of $350 million dollars in federal, state, institutional, and private financial aid funds, the Office of Financial Aid (OFA) also provides customer service for all aspects of student billing, tuition classification, and student employment operations.

Joe has over 15 years of experience in the field of student aid administration, most recently as Senior Associate Director in OFA. From Kansas originally, Joe has previously served as Assistant Director of Financial Aid at Wichita State University and began his career working as a Financial Aid Counselor for Southwestern College in Winfield, KS. He holds a bachelor’s degree in business from Fort Hays State University and an MBA from Southwestern College. Joe is active within state, regional, and national organizations that advocate for financial aid policy and for the student aid profession, including having served as the 2015-16 President of the Rocky Mountain Association of Student Financial Aid Administrators (RMASFAA) and as a Director on the governing board for the National Association of Student Financial Aid Administrators (NASFAA).

Originally from New England, D. earned her BS in Biology from Plymouth State College in New Hampshire and her MA in College Student Personnel from Bowling Green State University in Ohio. She is a proud first-generation college student, believing deeply in the power of higher education to transform lives.

After spending some time in the Midwest, D. joined the Colorado State team in 1999. Her CSU experience includes residence life (yes – living on campus in the residence halls with thousands of CSU students!), academic advising, a voyage on Semester at Sea as academic advisor/registrar, and work in enrollment and access.

As University Registrar, D. uses her experience and relationships across multiple divisions at Colorado State to collaborate and solve problems to support student success. The “RO” (Office of the Registrar) is an innovative team of nearly 50 compassionate, responsive, and resourceful professionals who work to support CSU students, faculty, and staff. They manage systems, build web solutions, administer veteran’s education benefits, evaluate transfer credit, confer degrees, print diplomas, manage student data, coordinate registration for classes, and help students navigate the complexities of a university environment.

Marilyn Butcher

Marilyn came to Colorado State from the University of South Florida in 2010. While at USF Marilyn received her Bachelor of Arts degree in Mass Communications and worked in the Office of Development and Alumni Relations for USF Health. Between 2010 and 2015, Marilyn worked in the College of Liberal Arts and earned her master’s degree in Philanthropic Leadership from the University of Denver.

Having joined Enrollment, Academic, and Student Affairs in December 2015, Marilyn’s role is to fundraise for university wide scholarships, initiatives that support students enrolled at Colorado State, and programs that provide access to education for all students in the state of Colorado. Marilyn enjoys fostering connections between students, alumni, and community members, illustrating the power that education has to transform lives and communities.

Paula serves as the Senior Business Officer for the Division of Enrollment and Access. She provides management and oversight of operating budgets, purchasing and other business functions for the Central Office and the Division. Paula has been with the Office of the Vice President for Enrollment and Access since 2006.
